Swiss GAAP FER 26 «Accounting of pension plans» was last revised in 2013 and has been in force since 1 January 2014. On June 18, 2025, the FER Foundation’s Commission mandated the Executive Committee with a review of FER 26.
The results of this review were presented to the Commission on December 2, 2025. At the same meeting, the Commission appointed a subcommittee, chaired by Prof. Dr. Peter Leibfried, to revise the accounting standard.
Current Project Status
The subcommittee held its first meeting in early 2026. The next steps are to discuss and clarify the substantive issues in detail by the end of the year.
Under the current timeline, a public consultation is planned for 2027 and the revised standard is expected to be adopted by the end of 2027. Subsequently, the corresponding ordinance will be amended by the Federal Council.
Reasons for the Review
The review of FER 26 was initiated by several submissions from users. These highlighted that the current standard is primarily geared towards company-owned pension schemes and only partially takes into account the growing importance of collective and common institutions.
The review focuses on issues relating to the presentation and structure of the financial statements of collective and common institutions. Fundamental changes to valuation issues or to the underlying principles of the standard are not part of the review.
Composition of the Subcommittee
The subcommittee is chaired by Prof. Dr. Peter Leibfried, President of the Commission. The nine-member body brings together representatives of all key stakeholders – including technical experts, pension fund associations, users, and representatives of supervisory and regulatory authorities – thereby ensuring broad professional expertise.
